This is a lovely Homer Laughlin soup bowl. The shape is Virginia Rose, and according to The Collector's Encyclopedia of Homer Laughlin China (by Joanne Jasper), the pattern is called "Golden Rose."
This is a pretty pattern, with a delicate gold floral design with gold trim. It has the standard Virginia Rose scalloped edges and raised rose detail around the rim.
The bowl measures 8.25 inches in diameter and is approximately 1.5 inches deep. There are a few utensil marks, but it is overall in excellent condition.
This is a production flaw on the rim of the bowl. It appears that there was a tiny wrinkle in the clay prior to glazing. The entire area is covered by the glaze, so this was definitely a pre-firing flaw. There are also a few paint smudges and the normal kiln marks on the back side of the bowl.
